Institutional attachment

Under Article 28 of Decree D/2026/022/PRG/SGG of 11 February 2026, the Special services are among the services attached to the Cabinet civil du Président de la République (the Civilian Cabinet of the President of the Republic), alongside, in particular, the Bureau central des transmissions (Central Transmissions Bureau) and the Bureau des chiffres (Cipher Bureau).

Leadership

In accordance with Article 29 of the same decree, the Special services are led by a Coordinator appointed by decree. They report directly to the President of the Republic.

Main functions

The internal organization is structured around general functions, without prejudging their precise breakdown:

• Analysis — centralizing and processing intelligence useful for decision support.
• Decryption — processing coded messages of interest to presidential or national security.
• Legal support — ensuring the institution’s action complies with the applicable legal framework.
• Cooperation — relations with national institutions and partners in the sub-region.
• Information systems security — protecting the institution’s systems and data, in liaison with ANSSI.
